Welcoming back Matthew T. Scott, P.E. to present RAL and State Fee Lease Terms Regarding the Payment on Processed and Unprocessed Gas, Including Typical Problems Encountered with Gas Plant Statements.
BIO:
· Matthew Scott, a Petroleum Engineer with the Texas General Land Office (GLO),
· Over forty-one years of experience in the oil and gas industry as a reservoir engineer, production engineer, facility design and construction engineer (onshore and offshore), and rod pump and hydraulic artificial lift design engineer.
· His experience includes positions with Texas Instruments, Gulf Oil E&P, Chevron U.S.A., Chevron Corporation, National-Oilwell, Trico Industries, Weatherford Artificial Lift Systems, and the Texas Department of Health.
· Matthew lived in Midland for 30 years before relocating to Austin, Texas, in 1990. He graduated from Texas Tech University with a Mechanical Engineering (BSME) degree in 1979.
· He worked at the GLO as a Petroleum Engineer in Energy Resources from 2001 until he retired from the state in 2017 and returned to the GLO in November 2022. He is involved in all aspects of lease compliance and royalty audits, including production volume calculations, offset obligations, and the commingling of state leases.
· He has an extensive background in flow meter technology and applications, production facility design, oil and gas processing, fluid properties, and multiphase flow.
· Matthew currently lives in Celina, Texas, with his wife, Vicky. His family includes two young men, Sam and Alex, whom they adopted in 2002 from Russia and who are now working in the Frisco and Denton, Texas, area.
