Organizational Summary
The PASPB body elects a nine person Board of Directors. Each Director seat is a three year term and the Directors will hold various positions during their term. Below you will find the current Board Members and their positions.
PASPB hosts Standing Committees that serve to keep our membership aware of changes to local and national accounting
issues of interest. Volunteers serve to chair and staff these committees. Meetings are held on an as-needed basis. The Committee Chairs within PASPB are appointed by the Board of Directors annually. Please see the current Committee Chairs below.

Mattie Smith, MBA
Senior Accounting Advisor | Summit Petroleum
Mattie Smith is the current President of the Permian Basin Society of Petroleum Accountants (PASPB), where she leads initiatives that support professional development, technical excellence, and peer connection across the oil and gas accounting community.
She serves as a Senior Accounting Advisor at Summit Petroleum, with over 10 years of experience specializing in joint interest billing, cost allocation, and ownership accounting. Mattie excels in strategic thinking, meticulous attention to detail, and a dedication to enhancing accounting standards in the Permian Basin.
In addition to her professional work, Mattie co-founded the Neighbors Eden Project, a nonprofit that provides free lawn care to elderly and disabled residents in Midland, Texas.
She is a proud mother of four and enjoys reading, home renovation projects, and exploring new ways to serve her community.

Diana Trejo-Mesa, MSA
F&PA Analyst | ConocoPhillips
Diana Trejo-Mesa is Vice President of PASPB and a Financial Planning & Analysis Analyst at ConocoPhillips. With a strong background in petroleum operations and financial services, Diana has over a decade of experience in the oil and gas industry. She previously led facility services for both Concho and ConocoPhillips, where she developed expertise in cross-functional support, operations, and leadership.
She holds a Master of Science in Finance from the University of Oklahoma and a BBA in Management from the University of Texas of the Permian Basin. Her technical skillset includes petroleum operations, Microsoft Excel, and business analytics.
Diana is passionate about empowering others through education and professional development. She previously served on the COPAS National Planning Committee and is a strong advocate for community and career growth. Outside of work, she enjoys life in Midland with her husband Rick, their four children, and their two dogs and two cats.

Victoria Yharte
Senior JIB Accountant | Permian Resources
Victoria Yharte is a Senior JIB Accountant at Permian Resources with over 10 years of experience in the oil and gas industry. She holds a degree in Accounting from the University of Texas of the Permian Basin and previously served as PASPB’s Revenue Committee Chair, as well as a member of the COPAS National Planning Committee.
As Secretary, Victoria brings strong organizational skills, attention to detail, and a deep commitment to supporting the accounting community. Raised in Midland, she is passionate about continuous learning and professional growth. Outside of work, Victoria enjoys family life as a devoted mother to her four-year-old son.

Clarissa Melise Bretado, MBA
Tax Associate | Whitley Penn
Clarissa Bretado was raised in Midland, Texas, where she developed a strong work ethic and a passion for community engagement. She holds a Bachelor’s degree in Accounting from Texas State University and an MBA with a concentration in Business Analytics from Lamar University.
Professionally, Clarissa is a tax associate at Whitley Penn LLP in Midland. Her experience includes two years of conducting sales tax audits for the Texas State Comptroller in Austin, as well as over a year in public accounting. These roles have enabled her to develop a deep expertise in tax regulation, auditing, and financial compliance.
Clarissa serves as the Board Member over Membership for PASPB, where she brings a detail-oriented mindset and a strong desire to connect and grow the local petroleum accounting network. Her goal is to make PASPB a welcoming, high-value organization for both new and long-standing members.
Outside of her professional roles, Clarissa is also the Technology and Social Media Director for the Neighbors Eden Project, a nonprofit serving elderly and disabled residents in Midland. She is a proud mother of a five-year-old son, who inspires her daily pursuit of excellence at work and in the community.

Crystal Moreno brings strong financial acumen and energy industry expertise to her role as Treasurer of PASPB. She currently serves as an Analyst in Accounting & Finance at ConocoPhillips, where she supports strategic financial processes and reporting. A proud graduate of Texas Tech University, Crystal is based in Midland, Texas, and is passionate about advancing the accounting profession in the Permian Basin through community involvement and professional development.

Katelyn Williams, MSA
Revenue Accountant | David H. Arrington Oil & Gas
Katelyn Williams serves as PASPB’s Board Member over Technical Speakers and currently works as a revenue accountant at David H. Arrington Oil & Gas Operating. She earned both her Master of Science in Accounting (2022) and her BBA in Accounting (2021) from Texas Tech University.
Katelyn began her career as an auditor at Ernst & Young in Austin, where she gained valuable experience in financial reporting and compliance. She later transitioned into the oil and gas industry, working in post-acquisition integration at Endeavor Energy Resources before joining her current role.
Katelyn brings a sharp eye for detail and a passion for technical development to PASPB’s programming. Outside of work, she enjoys spending time with her two dogs, Moomoo and Charles.

Cloe Izabella Bretado is an accountant at David H. Arrington Oil & Gas and an MBA student at the University of Texas of the Permian Basin. A CPA candidate with a BBA in Accounting, Cloe brings strong skills in financial analysis, compliance, and event coordination to her role with PASPB.
As Board Member over Meeting Arrangements, she plays a key role in planning and executing monthly luncheons and technical sessions. She also serves as Treasurer of the Neighbors Eden Project, where she oversees financial reporting and regulatory compliance. Cloe’s professionalism, attention to detail, and passion for service make her a valued leader within the PASPB community.

Carrie Webster is the Controller at Summit Petroleum LLC and a licensed CPA with extensive experience in oil and gas accounting. She earned her degree in accounting from the University of Texas of the Permian Basin and has built a strong career in financial management, reporting, and regulatory compliance within the energy sector.
As Board Member over Newsletter and COPAS Accounts for PASPB, Carrie supports communication efforts and helps ensure alignment with national COPAS standards. She brings a detail-oriented mindset, industry insight, and a passion for keeping members informed and engaged.

Leslie Para
Operations Accountant | XRI Water
Leslie Parra is an experienced oil and gas accountant with a background in joint interest billing, OBO accounting, and operational consulting. She began her career with Pioneer Natural Resources and later served in advanced roles with Endeavor Energy Resources and Pecos Energy. In 2025, she was a featured panelist at the SUPER DUG Conference for her contributions to operational efficiency.
Leslie brings deep leadership and outreach experience to PASPB, having served as Chair of the Small Oil and Gas Committee, Social & Community Engagements Chair, and a member of the 2024 National Planning Committee. As Board Member over Website & Publicity, she helps elevate PASPB’s visibility and member engagement.
Passionate about service, Leslie has held key volunteer leadership roles with the Junior League of Midland, Volunteers of Midland, and IMPACT. She is a former board member of the Adult Protective Services Advisory Board and an active member of the Uptown Business and Professional Women of the Permian Basin.

Fausto Mendoza
Assistant Controller | Sand Revolution II
Fausto Mendoza is a seasoned Financial Controller with over a decade of experience in accounting, auditing, and financial operations. He has held leadership roles at companies such as Warrior Technologies, Allied, and Republic Services, where he led month-end closings, improved internal controls, and produced accurate financial reporting.
Earlier in his career, Fausto worked as a Senior Audit Associate at Weaver and Tidwell, where he gained deep expertise in risk assessment and financial analysis. His background also includes experience as a General Manager in a high-volume retail setting, giving him practical insight into business operations.
He currently serves as the Chair of the Scholarship Committee for PASPB, where he supports and mentors emerging accounting professionals.
Fausto has been happily married for nearly 20 years and is the proud father of four sons.

Esmeralda Carreon, MBA
Revenue Accountant | Diamondback Energy
Esmeralda Carreon is an accomplished accounting professional with a strong background in the oil and gas industry. She currently serves as a Revenue Accountant at Diamondback Energy and holds a Master of Business Administration in Accounting from the University of Texas Permian Basin.
With over seven years of experience at companies such as Endeavor Energy Resources, Hi-Crush, and Black Mountain Sand, Esmeralda has developed a broad skill set in revenue accounting, cost analysis, payroll, and operations support. Her attention to detail, strong analytical mindset, and commitment to continuous improvement make her a valuable asset to the PASPB Scholarship Committee.
Esmeralda is passionate about giving back to the community and supporting educational advancement across the Permian Basin.

Elizabeth Leyva-Pacheco, MBA, is an accomplished Revenue and Joint Interest Billing Accountant with a strong track record in the oil and energy industry. She currently serves as a Senior Revenue Accountant at Endeavor Energy Resources (now Diamondback Energy) and brings deep expertise in Microsoft Excel, Enertia, Oracle, and critical thinking.
A dedicated PASPB leader, Elizabeth is a past President and now chairs the Revenue Committee, where she continues to support professional development and industry collaboration. She holds a degree in Energy Commerce from Texas Tech University and an MBA from The University of Texas of the Permian Basin.

Cynthia holds an MBA in Energy Finance and Accounting from UT Permian Basin. She is recognized for her dedication to integrity, continuous improvement, and service to others — values that inform both her personal life and professional endeavors.

Evan Green is an Audit Partner at Whitley Penn, where he specializes in serving energy-sector clients with complex audit and assurance needs. With experience spanning upstream, midstream, and oilfield services, as well as private equity and international reporting. Evan brings a strategic, risk-based approach to every engagement. He currently serves on PASPB as Chair of both the Joint Interest and Audit Committees and is a former President of PASPB. Evan is a CPA, Texas Tech alumnus, and active member of TXCPA, AICPA, and Young Professionals in Energy.

Janeth Griego serves as the Financial Reporting Manager at Parallel Petroleum Corp and brings a strong background in oil and gas accounting to her leadership role with PASPB. She holds both a bachelor’s and master’s degree in accounting from UT Permian Basin and is an active member of TXCPA and Beta Gamma Sigma.
With prior experience at Weaver and a history of board service with PASPB, Janeth offers a deep understanding of financial reporting, regulatory compliance, and event coordination. Her passion for education and professional development drives her commitment to making Education Day a valuable and impactful experience for members across the Permian Basin.

Dovie Stark is an Accountant with over 25 years of experience in the oil and gas industry, specializing in accounting, revenue accounting, drilling reports, and production. She began her career at the age of 19 with Parker & Parsley and has since worked with several respected energy companies across the Midland-Odessa region.
Dovie currently serves as an Accountant at BTA Oil Producers and earned her bachelor’s degree in accounting from the University of Texas Permian Basin in May 2023. A dedicated PASPB member for the past four years, she brings a deep understanding of the industry, a strong work ethic, and a steady commitment to advancing education and professional development through her role on the Education Day Committee.
Outside of work, Dovie has been happily married for 32 years and is the proud mother of two daughters and grandmother to five grandchildren.
